Did you read the first post?
Or the title of the thread where it says Zelda Classic.
So Zelda Classic is the progrm, also it has been linked to in this very thread.

Digging up an old thread I see.
I used to be huge into the Zelda Classic community over at Armageddon Games. This tile set is quite amazing, especially considering the graphical limitations of Zelda Classic.
It's interesting because I ripped a lot of the very same tiles for my games (which I never finished).
